Make a naming system, not a pile of syllables

Readers infer culture from repeated sound patterns. Give one community a recognizable rhythm, then reserve a contrasting rhythm for outsiders, rivals, or a different generation. The lineage and sound filters help you test that contrast quickly.

Distinct does not have to mean difficult. Read the protagonist, ally, rival, and mentor names aloud in one sentence. If two names share an opening sound or silhouette, replace one before drafting dozens of chapters.
