Downtown, where the laughter of shoppers and the rumble of commerce once echoed, silence reigned, broken only by the scuttling of rats and the whisper of wind through broken panes. This was the landscape The Family had carved out, a kingdom built on fear and addiction, its king, Garland Jeffers, a phantom himself, his influence a suffocating shroud.

But Miller knew the truth was far more complicated, a tangled web of corruption and compromise that still had tendrils reaching into the heart of the city.
