The air in the temporary relief center, once thick with the damp scent of salt and the acrid tang of fear, now carried a more pragmatic, albeit still tense, aroma of sweat and determination. Tattered tarpaulins fluttered against the skeletal remains of what used to be the marketplace, a stark reminder of the storm’s ferocity. Amidst the organized chaos of distributing water, mending clothes, and tending to the injured, Lumu found himself in a heated discussion with a cluster of council members, their faces etched with a mixture of exhaustion and urgency.
"We need more supplies, Lumu," Councillor Joram, a portly man whose usual jovial demeanor was replaced by a grim seriousness, gestured emphatically with a damp cloth. "The northern villages are still cut off. We've distributed what we had, but it's not enough. We need to access the emergency fund. Now."
A ripple of agreement went through the group. The emergency fund, a carefully managed reserve meant for unforeseen calamities, was their lifeline. But accessing it required a formal vote and, more importantly, a thorough review of its current state. This was where the knots began to tighten.
