The wind, a restless spirit, had always been the primary law in the Rockies. It sculpted the peaks, whispered secrets through the pines, and dictated the migrations of elk and the paths of men. But as the boomtowns swelled like overripe fruit, a new kind of wind began to blow – the wind of human decree. The raw, untamed justice of the frontier, a swift and often brutal affair governed by the glint of a Colt and the judgment of a jury of one’s peers, was beginning to fray at the edges. In its place, a more intricate, albeit still rough-hewn, tapestry of governance was being woven, thread by painstaking thread.

In the burgeoning settlement of Last Chance, a name as hopeful as it was ironic, the town council convened in a room that smelled faintly of stale beer and desperation. Mayor Silas Croft, a man whose jowls seemed to sag with the weight of his newfound responsibilities, rapped a gavel made from a piece of polished petrified wood. The sound, sharp and decisive, cut through the murmur of voices. Before them sat a collection of men, a motley crew of saloon keepers, merchants, and the occasional grizzled prospector who had traded his pickaxe for a semblance of civic duty.

“Order, gentlemen, order!” Croft boomed, his voice raspy from years of shouting over barroom din. “We’ve got more pressing matters than the price of whiskey this evening. Sheriff Brody’s report on the uptick in… disreputable activities is most concerning.”
