Chapter 4

Orchestrating the Rollout: From Theory to First Movements

Evelyn and Ben present a phased loan consolidation plan to the finance committee, demonstrating technical feasibility and risk management. Arthur raises concerns about institutional resistance and market reaction, but Evelyn provides concrete examples of targeted clusters and fallback options. The committee debates public communication and transparency. Ben identifies a technical snag in one bond cluster, which is deferred for a later phase. The chapter closes as the committee agrees to a pilot program, setting the stage for public announcement and negotiation with key creditors.
