At one such council, held beneath a sky bruised with the promise of a storm, Sitting Bull spoke with his characteristic calm, yet his words carried the urgency of a drumbeat. "Our lands are shrinking," he said, his eyes sweeping across the faces of the assembled leaders. "The buffalo grow fewer.
