The afternoon light fell in long, amber slabs across the kitchen table, illuminating the dust motes that drifted like forgotten figures in a ledger. I had been staring at the same line in my notebook for what felt like an hour: participative budget – 0.00. Zero. Not even a phantom number, a ghost of a decimal. The phrase had come to me during a sleepless night, a term I had heard once in a lecture hall, whispered by a professor who smelled of wet wool and old paper. It had sounded like a promise then. Now it was just another empty column in a spreadsheet that no one would ever audit.
I pushed the notebook away and reached for the cold coffee at my elbow. The apartment in Vilnius was quiet, but not the good kind of quiet—the silence of an engine that has stalled. Outside, the street was a river of sound: car horns, the clatter of a delivery scooter, a woman laughing too loudly on her phone. I missed the stillness of Trakai, the way the lake had held the sky like a cupped palm. But that was a memory now, worn smooth from handling, and it no longer offered the comfort it once did.
The partner I had sought—the one who might have held the archives, who might have known the password to the locked room of the past—was gone. Hidish, as they used to say in the old country, a word that meant both hidden and lost. I had no archives partner. No one to share the burden of the paper trail that wound through decades, through a city that had been renamed so many times it had forgotten its own name. The budget was not participative; it was a monologue I conducted with myself, speaking in the hollow echo of unallocated funds.
